Mr. Lestrade is an expert in international AML/CFT standards monitored by the Financial Action Task Force (FATF, CFATF and other international bodies such as the OECD, EU Code of Conduct Grouping and United States FATCA).
Having a proven Track Record in both the Public and Private Sector, Mr. Lestrade has developed and introduced the FSU AML/TF risk assessment methodology and control frameworks for AML/CFT supervision covering Dominica’s entire Financial Services Sector.
Is a seasoned and qualified Financial Regulator and Director with proven superior people management skills and has demonstrated the ability to resolve complex AML policy and implementation issues affecting the financial sector in Dominica.
With over 11 years of direct responsibility for AML/CFT compliance management oversight in both the private and public sectors.
Mr. Lestrade continues to lead the FSU and Dominica’s relationships with the CFATF, FATF, OECD, ECCB, and ROC ECT and possesses expert qualification in FATF, FATCA and OECD evaluation methodologies.
Claudius played a pivot role in post CFATF mutual evaluation of Dominica: Attended several CFATF Plenary Meetings, Spearheaded Dominica Phase 2 Peer Review Process, Key role in Dominica Preparation for FATCA and CRS compliance as well as EU Code of Conduct Grouping Compliance.

Patrick George is currently the Senior Financial Investigator with the Financial Intelligence Unit of the Commonwealth of Dominica. He is a trained UN Expert in the implementation of the United Nations Convention Against Corruption (UNCAC), an Assessor trained in both the 3rd and 4th round FATF Recommendations and Methodologies and the current AML/CFT National Risk Assessment Coordinator for Dominica. He has participated in the on-site assessment of Belize, Qatar and Guatemala with respect to the FATF Recommendations and UNCAC respectively. Very proficient in the installation and configuration of analytical software systems and the e-filing platform FIUConnect; and has installed systems and trained persons in the following countries namely, Tortola, Antigua and Barbuda, St. Vincent and the Grenadines, Guyana, Barbados and St. Kitts and Nevis. A Trainer with the Caribbean Financial Action Task Force (CFATF) in Strategic Analysis, who brings with him over 17 years experience in the field of anti-money laundering and counter-financing of terrorism and over 24 years in the public service. He is a Certified Anti-Money Laundering and Financial Crimes Specialist (CAMLFC) – and holds a certificate in Criminology from the University of the West Indies.

Angela left her position as Head of the Compliance & Training Division of Citi in December 2007 to take over management of RiskPass Compliance+AML Ltd.
Angela is a Certified Anti-Money Laundering Specialist (CAMS) and is a member of the International Compliance Association (MICA). Also, she holds a Bachelor of Arts Degree from the University of Western Ontario, London, Canada, with a concentration in History and Politics, a Bachelor of Education from York University, North York, Canada, and received the designation of Certified Advanced AML Audit Specialist (CAMS-Audit) in January 2014.

Elpha John is a well-seasoned professional with over 20 years experience in the financial services industry, particularly in the areas of Compliance, Anti-Money Laundering, Fraud, Risk and Business Administration. While in the Commonwealth of Dominica, Elpha worked with the Financial Intelligence Unit (FIU) and the Money Laundering Supervisory Authority. After that, she worked as an Insurance Broker and Consultant before moving to the Cayman Islands where she took up the position of Compliance Manager for JN CAYMAN and JN Money Remittance (Cayman) Limited, the largest remittance company in the islands.
Elpha is a Certified Fraud Examiner (CFE), Anti-Money Laundering Certified Associate (AML/CA) with the Florida International Bankers Association (FIBA), a member in good standing of the International Compliance Association (ICA), and a Certificant in International Risk Management.

Bob Taylor is the Chief Marketing Officer at GRADA. Bob has testified as an expert in his field in front of the US Senate, US House, the Mexican and Canadian governments and has advised 2 US Administrations on internet related issues. Bob is a member of the Rotary Club of Grand Cayman.

Floyd Theodore is currently a Financial Investigator with the Financial Intelligence Unit of the Commonwealth of Dominica. He is the Team Leader of the ML /TF Threat Team in ML/TF National Risk Assessment of the Commonwealth of Dominica. He is an Assessor trained in the 4th round mechanisms relative to the implementation of the FATF Recommendations and Methodology and was part of the assessment team for the 4th round mutual evaluation of Antigua and Barbuda in 2017, where he serves as the Law Enforcement Expert.
He has also completed the first follow up review of the Bahamas rating in the 1st follow up a report of the Bahamas after the 4th Round Mutual Evaluation in 2018.
Mr. Floyd Theodore has received numerous training in ML/TF related matters both regionally and internationally and has attended the Financial Action Task Force Training and Research Institute (FATF TREIN) in Busan, South Korea and the Guardia de Finanza, Scuola Di Polizia Tributaria, International Academy for Tax Crime in Lido di Ostia, Italy.

Iain Kenny is a Director in the Advisory Services group of KPMG. Working with a team of professionals across the Caribbean, he provides senior leadership in the areas of Anti Money Laundering, Regulatory Compliance, Forensic Investigations, Privacy, Cyber Management and Cyber Incident Response services. Iain has extensive experience in providing specialized anti-money laundering services to financial institutions, life insurance companies, casinos, money services businesses and other regulated entities across Canada and in the Caribbean. Iain is a former detective with the Edmonton Police Service where he was last assigned to the Technological Crimes Unit where he conducted cross-border investigations relating to identity theft and money laundering.
He has worked with numerous law enforcement agencies including the RCMP and the US Secret Service. Iain also has significant experience in disaster response management including emergency and recovery phases.

Iain is also the Chair of the Cayman Finance LRC Data Protection Working Group, whose role is to represent the industry and private stakeholders interests to Government to aid in the development of national privacy legislation.
